Most blocked states resolve with one of these. Ask them in order.

"40 states are downloadable but I've only registered 6." Correct and expected. A tile unlocks when a valid certificate can be issued, which covers both "you're registered here" and "this state doesn't require in-state registration." Jurisdictions is the only page that shows where you're actually registered. Full explanation in WI-3.

"California accepted a made-up account number." We only check the shape of the number for states that publish a format. California doesn't, so the field takes free text. No complaint is not confirmation — verify it yourself.

"A jurisdiction CSV imported some rows and rejected others." By design — the jurisdiction importer keeps the good rows and reports the rest by row number. The vendor importer does the opposite and refuses the whole file. They genuinely differ.

"My old certificates still show my old address." Certificates are snapshots taken at download time and are never stored or updated. Reissue after any company change — WI-7.

"Common Vendors is offering a vendor I already have." The Vendors page picker doesn't filter out ones you hold, so it can create duplicates. The setup wizard's version does filter. Check your list before bulk-adding — WI-4.
